REGION'S TEACHERS AT HEAD OF THE CLASS.(CAPITAL REGION)

Byline: RICK KARLIN Staff writer

New York has a new class of top teachers this year, including a bumper crop from the Capital Region.

Of the 103 newly minted nationally certified teachers in the Empire State, 30 are from Capital Region schools, with a half dozen from Schenectady alone.

Still, the Empire State is behind nationally in the number and percentage of teachers who have earned the prestigious National Board Certification.

New York now has a total of 286 nationally certified teachers who have undergone a rigorous program of training, self-evaluation and testing that can take up to 400 hours. But some other states count their …

A CRESCENDO OF SOUNDS.(Living Today)

Byline: Patrick Kurp Staff writer

Phil Collins sings - booms - "This Must Be Love" and I feel my ears about to hemorrhage.

With the twist of a dial, Jim Crispino has turned his '86 Mustang GT into a sonic hell. The car quakes at 123 decibels. I don't hear the music so much as suffer it.

Crispino eases the volume to a hushed 110 decibels - in the jackhammer-subway-thunderstorm range - so we can talk about noise.

"I like to play it at a good clip, but not so it kills you," said the general manager of Auto Sound Plus in Latham.

Crispino, 25, spent $4,000 to install a Sony CD player and 13 Rockford-Fosgate speakers and amps in his car. For the effort he won Best of Show in last year's Crank-It-Up Contest at his store. His system was clocked at a bone-marrow-conducting 129 decibels.

About three miles away, in his office in the old friary on the Siena College campus, the Rev. Dennis Tamburello - a 15-year member of the …

Swiss court keeps Polanski in jail, rejects bail

Roman Polanski's three decades as a fugitive are coming back to haunt him.

Noting his previous escape from U.S. authorities, Switzerland's top criminal court on Tuesday rejected Polanski's appeal to be released from prison because of the "high" risk that the 76-year-old director would try to flee again.

Polanski's offers of bail, house arrest and electronic monitoring failed to sway the tribunal. Even a Swiss chalet in the luxury resort of Gstaad was brushed aside as insufficient collateral to guard against Polanski fleeing the country, as the United States seeks to have him extradited for having sex with a 13-year-old girl in 1977.

A Successful Civil War Partnership Grant and Sherman: The Friendship That Won the Civil War. Charles Bracelen Flood. Farrar, Straws and Giroux. 460 pages; maps; photographs; notes; index; $27.

Military history is replete with successful partnerships that have shaped the course of the wars in which they fought. Whereas the majority of Civil War historians concentrate on Confederate generals Robert E. Lee and Stonewall Jackson, few battlefield leaders have been as successful as Union commanders Ulysses S. Grant and William T. Sherman. Over the course of the bloody strife, their friendship won the Civil War. In the latest analysis of President Abraham Lincoln's field commanders, …

The Winners and the Losers of 2000.

Though each campaign is different, and the level of consultant participation varies race-by-race, a political professional's win-loss record is one of the best indicators of their work effort and performance in any given election cycle. But the limitations on what these records really mean, and how they should be interpreted, must be kept in mind.

AFTER EACH two-year election cycle, Campaigns & Elections presents the win-loss records of political consultants across the nation. This year's collection is larger than ever, reflecting the increasing professionalism and specialization of modern campaigns at the federal, state and local levels.

NEW YORK -- As he lay wounded in an ambulance, Officer Ralph Dols told a detective he had seen the men who ambushed him in a gangland-style shooting, and would recognize them if he saw them again.

Seven hours later, Dols, 28, was silenced by death. With the murder still unsolved, city officials and thousands of police officers turned out in Dols' Brooklyn neighborhood Friday to pay their final respects to the housing cop and bodybuilder many considered a gentle giant.

US jury orders Boy Scouts to pay man $1.4M

Jurors on Tuesday found the Boys Scouts of America negligent and awarded $1.4 million to a former Portland man who was abused by an assistant Scoutmaster in the early 1980s, following a three-week trial in which secret Scout "perversion files" were used as evidence.

The jury also decided the Irving, Texas-based Scouts organization was liable for punitive damages that will be decided in a separate phase of the trial. That would be in addition to the $1.4 million.

The Scouts denied the allegations of negligence and said the files actually helped them keep child molesters out of their ranks.

Arms sales hit new record

Worldwide spending on weapons is expected to reach record levels in 2006 at a time when the arms industry is increasingly able to avoid export controls, human rights and aid agencies say. By the end of the year, military spending is expected to reach $1,058 billion, about 15 times the amount spent on international aid, say Amnesty, OXFAM, and the International Action Network on Small Arms.

The figure is higher than the Cold War record from 1987-88 of $1,034 billion in today's prices, they say, adding that last year the U.S., Russia, Britain, France and Germany accounted for an estimated 82% of all arms transfers.

Other countries are emerging as major arms exporters. Brazil, …

TPI projects sales to grow 10% this year.

Feb. 16--Thai Petrochemical Industry Plc (TPI) expects sales to grow by up to 10 percent this year on the back of the steadily high oil prices, according to TPI rehabilitation planner Pala Sukhavech.

He said TPI sales and profit were forecast to grow by 5-10 percent this year from last year, thanks in part to the company's cost-reduction programme, starting last year.

Richard Williams, Analyst, Cross Research Inc

(This is not a legal transcript. Bloomberg LP cannot guarantee its accuracy.)

RICHARD WILLIAMS, ANALYST, CROSS RESEARCH INC, IS INTERVIEWED AT BLOOMBERG SURVEILLANCE

MAY 10, 2011

SPEAKERS: TOM KEENE, BLOOMBERG SURVEILLANCE HOST

KEN PREWITT, BLOOMBERG SURVEILLANCE CO-HOST

RICHARD WILLIAMS, ANALYST, CROSS RESEARCH INC 9:21

TOM KEENE, BLOOMBERG SURVEILLANCE HOST: Richard William with us, Cross Research. Good morning, sir.

RICHARD WILLIAMS, ANALYST, CROSS RESEARCH INC.: Good morning, sir. How are you?

KEENE: Well, good. Was this expected? Has everybody been waiting around for Steve Ballmer to fall into bed with Tony Bates?

WILLIAMS: I certainly wasn't expecting it. I think some of the banker community may have anticipated that Skype was in play.

They filed for their IPO in the Fall I believe, a billion dollar IPO. About a year and change ago, E-bay sold 70 percent to Silver Lake Partners for about $2.8 billion.

So there has been some M&A activity going on. It just remains to be seen how this plays out.

KEENE: Right.

WILLIAMS: I think - we have heard rumors that Google was in play here as well though not Facebook. So it is interesting. It just seems like these ideas sort of aren't exciting until suddenly they become very exciting.

KEENE: Well, they become - I know, Ken, you want to jump in here - but TechCrunch has a nice income statement from 2010 where essentially they don't make any profit. They've got $264 million of EBITDA up the income statement with a little bit of balance sheet love. And, you know, they're making some revenues.

WILLIAMS: Yes.

KEENE: But what does this say about the frenzy, the techie, buzzy frenzy that is out there right now?

WILLIAMS: Well, I think a couple of key metrics are important to think about here.

One is that they make about $97 per user per year, which is up a lot since even last year. They spent we think about $1 billion on CapEx to build out their platform. They call it Ubiquity, which takes Skype to TVs, cellphones, mobile devices, everything. And Microsoft just paying about $50 a user.

So it isn't as expensive as you might think from the perspective of cellphone customer acquisition or cable customer acquisition. And I think with Microsoft's Xbox and connect combination, there are some interesting plays.

That, and also their Linked Server because obviously Xbox is the trojan into the home and in the (inaudible) because of the IP connection into the home. They may be able to supplant some of the local carriers in the internet - the voice over IP.

And on the other hand, Linked Server is intended to replace PBXs in small and mid-sized companies, PBX being the telephone switch -

KEENE: Right.

WILLIAMS: - most businesses. And it makes a very compelling economic argument that you can take a PBX and replace it with voice over IP for about a third of the cost.

KEENE: Well, let's come back and talk about that. Richard Williams with us, Cross Research, that $97 per user per year statistic a pretty big idea.

Ken, we've got to come back and talk to him about this. I know you've got a bunch of questions.

KEN PREWITT, BLOOMBERG SURVEILLANCE CO-HOST: Sure.

KEENE: And it's going to - corporations, it replaces traditional phone systems.

9:24

(BREAK)

9:27

PREWITT: As we've been reporting this morning, Microsoft is going to buy Skype for $8.5 billion in cash to gain the world's most popular internet calling service and its 663 million customers. On the line with us, Richard Williams of Cross Research.

Richard, Bloomberg BusinessWeek - not the current issue, but the one before - had a really well thought out piece by Robin Farzad about whether Microsoft is a value trap. Their stock really hasn't done anything. Does this jump start Microsoft shares here - this new business they are getting into?

WILLIAMS: I think what it does is force people to look at Microsoft in a different way. And one example might be that think of Windows Phone 7 where Microsoft has been very late to the mobile Smartphone party.

The big bet with Nokia is that they could try to capture ten or 20 percent of the user base using Windows Phone 7, which would be a big help to the overall valuation of the mobile segment. Now, with Skype, you're adding 170 million users, a lot of whom use other Smartphones.

So I think that the interesting possibilities from this deal is that it just raises the potential market share for a number of different Microsoft divisions. Xbox the same thing.

I think it just forces people to rethink Microsoft compared to the way they have thought of it, which is a stock that goes nowhere for a decade, and yet it is growing cash flow at 20 percent quarter after quarter beating expectations. We have it about as cheap as we've seen it short of the March '09 lows, and one of the cheapest software stocks around certainly with that kind of growth potential.

PREWITT: Sure. And, of course, they are paying $8.5 billion in cash, which is - what - the interest on the interest for Microsoft, right?

WILLIAMS: They have $50 million in cash; $38 million net cash, but that debt I think is down more because interest rates are so low.

They buy back a fair bit of stock every year, usually in the neighborhood of $10 billion to $20 billion. But I've seen years go by where it is even as high as $40 billion.

So they are generating so much cash that they can replace any purchase very quickly.

KEENE: You mentioned earlier the $97 per user per year from Skype. Facebook building up their revenue as well, even with their supposed valuations.

Where does Twitter fit into this? Do they have the revenue stream? Do you have to compete with these people?

WILLIAMS: I think that is a key question. And the thing about Twitter is that it has captured the business community's attention in a big way. And you have to think with so many people using it in the business world that there are going to be nice times.

I think the same thing with LinkedIn. That is part of the reason LinkedIn looks as hot as it does going into an IPO.

KEENE: Well, Richard, stay with us. Don't move.

9:30:29.5

(BREAK)

9:30:43.8

KEENE: Richard Williams with us. Let's get in one more question here. Does this signal a management change at Microsoft, a change rather in attitude at Microsoft where they are trying to become more hip? I mean nobody ever was going to make a social media movie about Microsoft, were they?

WILLIAMS: Well, the movie is an open question. But when I think about where Microsoft has been going for a number of years, I mean Linked Server is an excellent example. They have been planning for three years or more to go in and replace the PBX switches in millions of businesses.

And I think when you look at Office 365, there is another incredibly interesting possibility where they could end up having significant share on every mobile device that is used for business purposes. So I think there is a lot more credit that management deserves than it is getting at the moment.

Then again, if you think back to Apple, five, six years ago, it was not getting a whole lot of favorable press either.

KEENE: Right, interesting.

WILLIAMS: So there are cycles that these stocks go through and the same with management teams.

KEENE: Do you - quickly, ten seconds - do you use Skype?

WILLIAMS: I have and my kids use it.

KEENE: Your kids use it. My kids use it like crazy.

WILLIAMS: Yes.

KEENE: I don't get it. What am I missing?

WILLIAMS: I think just video chat. And Xbox can do the same thing. I just don't think many people have figured it out.

KEENE: Okay, Richard, thank you so much. Richard Williams, Cross Research.

Trade union, Deutsche Post sign collective agreement for First Mail - report.

(ADPnews) - May 24, 2010 - German trade union Verdi and postal group Deutsche Post AG (ETR:DPW) have closed a collective contract for the young employees at First Mail, the Duesseldorf-based low-cost subsidiary of Deutsche Post, daily Die Welt reported, citing Verdi sources.

Andrea Kocsis, deputy head of Verdi and active staff representative at Deutsche Post, told Die Welt the results of the collective bargaining were good for the union and the employees.

According to the newspaper, the issue of First Mail is interesting currently due to Deutsche Post plans to make a strong entry in the market for low-cost letter delivery through that subsidiary. Thus the number of apprentices will be expanded to 1,000 from 15 within two years -- a total of 300 new trainees will be hired in 2010 and another 690 will follow in 2011.

The move will enable Deutsche Post to create a second letter delivery service in addition to its existing one, but wages in the newly-created business will be lower than in the current one.

The union and the postal group set conditions for the trainees at First Mail, according to which the new staff will work a 38.5-hour week and will have separate rules for work on Saturdays. However, the trainees' salaries will be 12% lower than those of Deutsche Post regular employees. Trainees will receive a monthly salary of EUR 590 (USD 731) in their first year at the company.

Deutsche Post will take care of the whole training of the new staff itself. In 2011, around half of the training programmes at Deutsche Post will be conducted under the conditions agreed at First Mail.

A Deutsche Post spokesman confirmed the information about a planned expansion of First Mail to Die Welt, but said the expansion will be limited only to the state of North Rhine-Westphalia.

According to the daily, First Mail last opened new sites in the cities of Essen, Duisburg, Dortmund and Hagen. In the coming months around 500 postmen will deliver letters for First Mail. They will receive an hourly pay of EUR 9.80, which is exactly the minimum wage currently effective for all postmen at the Deutsche Post group.

By Paul Osborne

BRISBANE, April 28 AAP - A woman whose three siblings were brutally slain in a suburbanBrisbane home today spoke of her family's pain as she appealed for help.

Sonia Pathik, the older sister of Neelma, Kunal and Sidhi Singh who were found murderedat their Bridgeman Downs home in north Brisbane last week, said it was hard to put thefamily's loss in words.

"This is not easy - one person dies, it's fine, you tend to deal with it, but we'velost three. I don't know what words to say," Ms Pathik said.

Police believe the siblings were killed in their beds before being dragged into a bathroomand dumped in a spa last Tuesday.

Ms Pathik today joined police in appealing for help to solve the murders.

"I would like help from the media to get this message out to the public that anyoneout there that has got any sort of information, either small, that might not be relevantto you but relevant to the police department, please come forward," Ms Pathik said.

"We really, really need your help - we really do."

Ms Pathik, a 26-year-old computer worker, said despite marrying and moving out of homein 1998 she kept in daily touch with her family.

"We were really close - every day there was communication there and I never felt thatI was living out of the house," Ms Pathik said.

She said as the oldest child she was "always there" for her siblings and they wouldbe open with her.

Ms Pathik said 24-year-old Neelma was career minded and loved to travel and cook.

Her 18-year-old brother Kunal was starting a career in the family business.

"He loved R&B (rhythm and blues) songs, he loved his friends and most of all he lovedsports cars," Ms Pathik said.

The youngest sister, 12-year-old Sidhi, was "a very lovely person, smart for her age"

and in the process of making new friends.

Investigating officers have refused to reveal how the trio died but it is understoodthey were either drowned, strangled or bludgeoned.

Fed: Aurora Australis departs Casey to help trapped ship

CANBERRA, Dec 28 AAP - Icebreaker Aurora Australis today left Casey station to help
the stranded Antarctic supply ship Polar Bird at Prydz Bary, 5,000 km south-west of Hobart.

Polar Bird became stranded in pack ice earlier this month and weather conditions have
not allowed it to continue on its journey to carry supplies to Australian Antarctic stations.

Aurora, which is three days ahead of its regular schedule, will take about six days
to complete the 1,500 km journey west along to coast to meet Polar Bird.

The Australian Antarctic Division today said thick ice would prevent the icebreaker
from reaching the stranded ship any sooner than late next week.

Qld: Manufacturing workers rally and march in Brisbane

More than 100 union members have walked off the job for three hours to protest against
the use of imported equipment on major Queensland projects.

The workers, from the Alstom Australia plant at Rocklea, in Brisbane's south-west,
are angry they've been overlooked in a $1 billion expansion of the state government-owned
Tarong power station.

Alstom management advised the Australian Manufacturing Workers Union (AMWU) that it
hadn't been asked to submit a bid for the contract.

It's been awarded to Japanese industrial giant, Toshiba.

The blow comes despite the Beattie government now having a Local Content Policy, which
encourages big firms to use locally-based workers for major projects.

Union members are to rally outside the Toshiba and Tarong Energy offices and the Queensland
Mines and Energy building before gathering outside the state government's Executive building
in George street.

Today's action follows a recent march on the Queensland Parliament attended by up to
2,000 steel workers to demand a fair go for manufacturing employees.

The march was prompted by the decision by engineering firm Evans Deakin Industries'
(EDI) to close two steel plants and put 260 employees out of work.

EDI blamed the closure on fierce competition in the international market and the state
government's lack of a local purchasing policy.

monitoring the proceedings from Australia and overseas.

The company expects to raise about $8 million in the first auction through the sale of a

Raine & Horne spokesman ANTHONY SHARWOOD says the weekly auctions will change the face of
auctions in Australia, as overseas and interstate buyers are now able to bid for Olympic city
properties live.

VIC: Inquest into murdered Moe toddler: newspaper report

MELBOURNE, Dec 8 AAP - The state coroner will hold an inquest into murdered Moe toddler
Jaidyn Leskie, according to a newspaper report today.

A spokesman for the coroner yesterday confirmed an inquest would be held next year on
Jaidyns death, the "Herald Sun" report said.

A spokesman for the coroner reportedly told the newspaper that is was general knowledge an
indictable offence had been committed - it was a matter of establishing who committed it.

"He (the coroner) could point the DPP (Department of Public Prosecutions) in the direction
of a new investigation, but whether the DPP takes up that option is another thing," the
spokesman reportedly said.

A Supreme Court jury last Friday acquitted 30-year-old Greg Domaszewicz of murdering
Jaidyn.

The toddler disappeared from Mr Domaszewiczs Moe home in June 14 last year.

His body was later found in a lake near the town on January 1 this year.
